HIMACHAL PRADESH PUBLIC WORKS DEPARTMENT

(a). CRF works (For improvement of  Road infrastructure of H.P) 

                         The Government of India has sanctioned 50 No. projects (43 Roads, 7 No. Bridges) of Rs.227.74 crore and HP.PWD. has completed 32 projects (26 Road, 6 No. bridges), 18 No. projects are in progress. The 15 Nos works are in advance stage of completion and the tenders of 3 No. works are under process. The HP.PWD. has incurred expenditure of Rs.90.23 crore and submitted utilization of Rs.101.28 crore and Government of India has released Rs.90.24 crore till 31-12-2009. The Government of India has released Rs.12.06 crores during the year 2009-10. The Government of India has introduced Direct Payment Procedure (DPP) authorizing Regional Office Ministry of Road Transport & Highways Chandigarh to release the payments directly to the Contractors w.e.f. April, 2009 conveyed vide Ministry of Shipping Road Transport & Highways New Delhi letter No.NH-I-11011/2009-P&M dated 27/03/2009. In suppression of this letter, MORT&H vide this office letter No.PW-P-Cell-CRF/2009-556-62 dated 28/05/2009 has kept on hold Direct Payment Procedure (DPP) for time being. The process of disbursement on Utilization Certificate basis will continue for time being till the formalities are finalized.   

Physical progress. 

Financial Status. 

                         12 no. proposals of CRF works of Rs.124.82 crores have been sent to Government of India vide Principal Secretary (PW) to the Government of H.P. letter No.PBW(B&R) 3(6)8/2003-VI dated 1^st July 2009. 8 No. Detailed estimate amounting to Rs. 99.11 crores have been sent to Government of India, out of which 4 No. estimate amounting to Rs. 73.31 crores has been approved by the Government of India.                     

(b)  Inter State Connectivity –Projects (ISC) 

                         4 No. projects of Rs.17.69 Crore have been sanctioned till date under ISC and 3   No projects with expenditure of Rs.14.60 crore have completed. There was accrual of Rs.16.15 crore for H.P. & Government of India has released Rs.11.80 crore till date. There is allocation of Rs. 4.35 for 2009-10.

Financial Status 

(c). Economic Importance Projects (E.I). 

                        No. projects of Economic Importance has been proposed by Government of H.P. There is allocation of Rs.4.02 crore for 2009-10. The Government of India has given in-principle approval of 1 No. project of Rs.8.94 crore and has asked to prepare the detailed estimate to seek final sanction. However, the H.P. Government has requested Government of India for changing this sanctions under strategic Roads Head as the road belongs to Border Roads Organization and its 100% Improvement/Maintenance is to be done with the Government of India funds only, as decided at the time of transfer of this road to the State in year 2007.

                        The DPR of Rs.95.83 crores of Improvement of Basantpur to Dhami road has been sent to Government of India vide Principal Secretary (PW) to H.P.Govt. letter No.PBW(B)F(5)65/2009 dated 02/02/2010. This road is being widening for the in/ out bound traffic of cement plant of M/S Lafarge India Ltd. who have agreed to bear the 50% share of this work.The DPR has been received from MORTH with some observations.
